Russian President Vladimir Putin spoke with Deputy Prime Minister Alexander Khloponin on the topic of federal development in the North Caucasus region, specifically in regards to education and job creation, during a meeting in Moscow on Monday. One of the major hurdles to cross, according to Khloponin, is the region’s high birth rate, which has resulted in a corresponding lack of schools and places for students, stating that in “three areas, the Republic of Dagestan, Chechnya and Ingushetia … the birth rate there is high, but we don’t have enough schools.” Khloponin added that “by 2016 we will introduce 53 new schools in these regions, just to relieve the pressure,” because it is “mandatory that we solve this problem.” Looking further ahead, the deputy prime minister said that to boost economic development, particularly for the creation of new jobs related to agricultural investment projects, the region’s officials had “completely redirected” the federal special purpose programme ‘South of Russia’ for 2017-2025. Khloponin serves as Presidential Plenipotentiary Envoy to the North Caucasus Federal District, on top of his deputy prime ministerial duties.
