Japan’s Deputy Foreign Minister Shinsuke Sugiyama arrived in Moscow on Thursday to take part in a second round of negotiations on concluding a peace treaty with Russia. Sugiyama met with his counterpart Igor Morgulov to discuss the terms of the treaty, which have still not been agreed upon, particularly regarding territorial issues around the Kuril Islands. The previous round of negotiations on the conditions of the peace treaty took place in January 2014. The decision to continue the discussion was made during Japanese Foreign Minister Fumio Kishida’s visit to Moscow at the end of last September. Japan and the USSR never signed a peace treaty at the end of the Second World War. The two officials also discussed arrangements for Russian President Vladimir Putin's visit to Japan.
