SOT, Mo Jihong, Director of Institute of International Law in Chinese Academy of Social Sciences (Mandarin): "Regarding the complicated rigourous situation in Hong Kong, the central government will deal with the problems according to the law and regulations. We reassert the relation between mainland and Hong Kong that we need to thoroughly implement the 'one country, two systems,' 'The people of Hong Kong governing Hong Kong,' 'The people of Macao governing Macao' as well as the 'High degree autonomy' policies. We need to insist governing Hong Kong and Macao according to the law, and uphold the Basic Law as well as the constitution. We need to combine the respect of 'one country' with the difference of 'two systems,' the full governance of the central government to the Special Administrative Region with its high degree of autonomy, strong support from mainland with competitiveness of the Special Administrative Region. Also, we need to complete the institution of the Basic Law and implement the Constitution. Secondly, it should be centralised to the patriotic people in Hong Kong and we need to improve the capability of governance according to the law."

Firstly, the Hong Kong Special Administrative Region should perform its power of enforcement to keep the order of society in Hong Kong. Only if it is in an extreme case, the Central Government may take actions according to the Basic Law."

A think tank affiliated to China's State Council called on Beijing to thoroughly implement the 'one country, two systems' policy with regards to protests in Hong Kong, during a press conference in Beijing on Monday.
"We need to thoroughly implement the 'one country, two systems,' 'The people of Hong Kong governing Hong Kong,' 'The people of Macao governing Macao' as well as the 'High degree autonomy' policies," said Chinese Academy of Social Sciences (CASS) International Law Director Mo Jihong.
"The Hong Kong Special Administrative Region should perform its power of enforcement to keep the order of society in Hong Kong. Only if it is in an extreme case, the central government may take actions according to the Basic Law," Jihong added.
Hong Kong has been rocked by protests sparked by a now-withdrawn extradition bill since March. The rallies have since evolved into a wider movement against the government, marked by violent clashes between protesters and the authorities.
