A group of 120 rebel fighters and their families were evacuated from the al-Waer neighbourhood of Homs on Monday.
The militants boarded buses which will transport them via a safe passage to al-Dara al-Kabira, in the countryside, north of the city.
Homs governor Talal Al-Barazi said, "The main focus will be the safety of the civilians and ensuring that they can stay in Al-Waer. We also welcome all displaced people who were forced to leave Al-Waer anytime they want, be it during the reconciliation process, or when it's over. It's up to them, of course."
Al-Barazi also thanked the Russian special reconciliation centre in Al-Khmeimim, saying, "Their main participation was to provide the positive atmosphere in order to set a quiet and flexible exchange for the rebels and their families from the crossing point to the north countryside."
The evacuation took place following an agreement between the Syrian government and the Homs Reconiliation Committee and included the participation of the Russian Coordination Centre.
After arriving at al-Dara al-Kabira, the fighters will then be transferred to the Idlib province.
