Reviled FIFA President Sepp Blatter: I Did Not Resign

Sepp Blatter spoke this week at an event for a new FIFA museum slated to open next year in Zurich, Switzerland, where the body is headquartered.
It was his most high-profile appearance since appearing to step down on June 2, and it came with a message: I'm still here.
According to a BBC translation of Swiss newspaper Blick, Blatter stated he did not resign but put myself and his office in the hands of the FIFA Congress.
After a raid fronted by the U.S. Justice Department in late May led to indictments of several top FIFA officials, Blatter said on June 2 that he would "lay down his mandate" and "not be a candidate" at an upcoming special election ostensibly created to name his successor.
Though he never invoked a resignation in that speech, leaving the door open for his continued leadership.
