Kosovo Lawmakers Reject Special Court to Try Ex-Guerrillas

Kosovo lawmakers on Friday rejected a constitutional amendment that would have create a court to try ethnic Albanian ex-guerrillas for alleged crimes during the 1998-99 Kosovo war. The government motion to form a special European Union-backed court won the backing of 75 deputies in the 120-seat parliament, short of a two-thirds majority required to amend the constitution.
