Though preliminary and speculative, Berkeley's mayor believes the tragic balcony collapse is the result of water damage to the structure.
Admitting that he is not a structural engineer, Tom Bates said, "it was caused by rain and water damage that was caused to the support beams."
Bates advised cautiously that the speculative reason is not a formal conclusion.
However, the mayor's remarks are supported by investigators who have found signs of wood rot cause by moisture.
Investigators believe the beams were not caulked and sealed properly during construction.
The balcony collapse at the Liberty Gardens apartment complex killed six and injured seven.
The victims were Irish college students studying abroad.
