Russian President Vladimir Putin honoured the Federal Bailiff Service (FBS) during a ceremony at the Kremlin's Catherine Hall, Tuesday, by presenting the body and its chief, Director Artur Parfenchikov, with its own flag. Speaking during the ceremony Vladimir Putin said that since the foundation of the body "a lot has been done to strengthen the law and protect citizen rights and freedom," before adding that "due to the work of bailiffs more than a trillion roubles was listed in the budget and twice as much was listed in favour of citizens and various organisations." The Federal Bailiff Service of Russia (FBS), formed in 2004 by Presidential Decree, is a federal executive body responsible for the law enforcement and the functioning of courts of law, the imposition of the court decisions and the acts of other bodies.
