In rural Johnson County, the flood waters killed a man and woman.
Rescue teams have been sent into the steep Appalachian terrain searching for six others still missing.
Kentucky State Police have been organizing emergency personnel to rescue those trapped within their homes.
Steven Mounts with the state police noted debris and communications as their greatest difficulties.
Dwayne Price with the county Sheriff's department added that some people escaped the waters in trees.
