Germany: World leaders 'fully committed' to peace in Libya - Guterres

SOT, Antonio Guterres, Secretary-General of the United Nations: "Today in Berlin member states, along with regional and international organisations, have sent a strong signal that we are fully committed to supporting a peaceful resolution of the Libyan crisis. And allow me to briefly touch three points. First, I cannot stress enough the summit's conclusion that there is no military solution to the conflict in Libya. All participants have mentioned it several times during the meeting, even those that are more directly involved in the conflict itself. And today all participants committed to refrain from interference in the armed conflict or internal affairs of Libya. This is part of the conclusions, and of course these must be adhered to, as well as the call to silence the guns with the termination of all military hostilities. Second, we called on all actors to refrain from any activities exacerbating the conflict, and I urge all participants and the international community to abide by their commitment to unequivocally and fully respect and implement the UN Security Council arms embargo. Third, the return to the political process is essential. We urge all Libyan parties to engage in a Libyan-owned and Libyan-held dialogue under the auspices of the United Nations, paving the way to a political solution to the crisis."

SOT, Antonio Guterres, Secretary-General of the United Nations: "The second track is the military committee, and thanks to [the] Berlin meeting it was possible today to receive the five military delegates of the side of Marshal Haftar. We have already three and now we have two more of the side of the GNA. So we are now in conditions to convene in Geneva the military committee in the next few days."

SOT, Antonio Guterres, Secretary-General of the United Nations: "We are very worried with the fact that several ports, several harbours from where oil is exported have been closed, and that one very important oil field has also stopped production today. And obviously we believe that part of a more comprehensive solution will have to be an effective reform of the National Oil Company, transparency established in the way things are done. And we hope that it will be possible to re-establish normality. But of course it will depend on all the other tracks that are moving. First, we have to have a ceasefire. We cannot monitor something that doesn't exist. So we need to have a ceasefire. We have a truce. United Nations Secretary-General Antonio Guterres said world leaders are "fully committed" to a peaceful resolution of the Libyan conflict, while speaking at a press conference concluding the Libya peace conference in Berlin on Sunday.
"I cannot stress enough the summit's conclusion that there is no military solution to the conflict in Libya," Guterres said.
"We called on all actors to refrain from any activities exacerbating the conflict, and I urge all participants and the international community to abide by their commitment to inequivocally and fully respect and implement the UN Security Council arms embargo," Guterres continued.
Guterres expressed concern about the closing of oil fields in Libya, adding, "We believe that part of a more comprehensive solution will have to be an effective reform of the National Oil Company."
On Saturday, the Libya National Oil Corporation declared Force Majeure after Libyan National Army (LNA) forces blocked oil exports from a numer of ports in the east of the country.
