Russia acts against "the will of sovereign Ukraine" by purportedly bringing the "war materials" onto Ukrainian territory, said Chairman of the Munich Security Conference (MSC) Wolfgang Ischinger whilst discussing the current situation in eastern Ukraine at the MSC in Vienna, Wednesday. During the discussion, Ischinger drew a distinction between the USA providing weapons to Lithuania, at the request of the Lithuanian government and Russia "bringing war material to Ukrainian territory explicitly against the will of the Ukrainian government." The MSC chairman also noted that the NATO-Russia Founding Act requires Russia to "practice restraint with its own military activities." Ischinger became chairman of the Munich Security Conference in 2008. From 2001 to 2006 he acted as Germany's ambassador to the USA before representing Germany in the UK for two years.
