We have documented ten contacts of Gregory Kleban with various members of Serbian intelligence personnel, three of them including Lieutenant Kleban handing cash to Serbian officers. For all of this Serbian army and intelligence agency has photo, video and audio documentation. And not only of him. We documented other Russian officers doing similar contacts but we never go public with that."

Serbian President Aleksandar Vucic addressed the media after the meeting of the National Security Council in Belgrade on Thursday. The meeting was held after a video allegedly showing a Russian security agent bribing a Serbian security officer was published online on November 17.
According to the information obtained by BIA, the Serbian intelligence agency, the video was made on December 24, 2018, and allegedly features Russian deputy military attache Grigory Kleban and a retired Serbian lieutenant colonel with the initials Z.K. During the presser, Vucic said that BIA members were following Kleban and Z.K. on that day, but weren't document the meeting.
They do, however, possess photographic and video evidence of the pair meeting on separate occasions, as well as several other rendezvous between Kleban and Serbian intelligence offices.

Serbia's Security and Information agency confirmed the authenticity of the video which shows two men handing plastic bags to each other and one of them counting banknotes shortly afterwards.
