Russian foreign minister Sergei Lavrov denounced "illegitimate unilateral sanctions" against Russia, stating that they "officially have the goal to harm the economy, and the socio-economic status of the population", speaking in Moscow on September 24. Lavrov's comments come after France pulled out of deal to sell two Mistral assault ships to Russia following alleged pressure from NATO member states. The foreign minister did however state that Russia was "not hurt or disappointed" with France for canceling the contract. In 2011 Russia ordered from France the construction of two helicopter carriers of the 'Mistral' class, costing €1.12 billion ($1.6 billion). The ships were meant to be delivered in 2014, but the consignment was delayed as a result of the EU imposed sanctions against Russia. The breaking of the deal meant that Paris had to pay back Moscow €950 million ($1 billion).
