Russian President Vladimir Putin speaking from Moscow on Wednesday, demanded that the Federal Migration Services (FMS) break the "vicious cycle" that prevents Ukrainian refugees from getting employment to support themselves, stating that "we need to make it possible for these people to work. They want to earn their own living and support their families after all." Speaking at a meeting with the director of the FMS, Konstantin Romodanovsky, Putin said that "this situation must be resolved, because we are not dealing with ordinary life and the usual routine here, but with people who have ended up in very difficult circumstances". According to the head of the FMS Konstantin Romodanovsky, there are a total of 2.5 million Ukrainian refugees in Russia, including 500,000 who are draft dodgers. Many have work permits but cannot get hired because they lack the correct documents to register their address.
