A mother and her 15-month-old baby were pulled from the roof of their flooded home by a helicopter coast guard, Sunday, in Huger South Carolina, a region that has seen eight killed through the torrential rain. The National Weather Service reported that in Columbia, South Carolina's capital, 17 inches (43cm) of rain fell in 17 hours. The flooding has been linked to hurricane Joaquin, which has been battering the East Coast of America over the past week. Residents have been advised to avoid leaving their homes with roadways viewed as incredibly dangerous by local authorities. A state of emergency has been declared by Barack Obama, which will bring federal services into support the emergency services responding to the worst floods on record in the region. Many residents are without safe drinking water due to reservoirs being flooded.
