The EU's foreign policy chief Federica Mogherini announced the launch of the union's joint surveillance-based naval operation in the Mediterranean, during a press conference in Luxembourg on Monday. Speaking at the Kirchberg European Commission building, Mogherini said that the EU will conduct its naval operations "within the limits of international law." Ten EU member states will participate in the operation, which for the time being will take place outside of Libyan international waters. "For the work in Libyan territorial waters obviously we will need to have Libyan consent and/or a UN Security Council resolution," Mogherini stressed. The operation, the EU says, is aimed at dismantling the "networks of the smugglers of human beings" that carry migrants from Libya to Italian shores.
