President of the European Commission Jean-Claude Juncker and President of the European Council Donald Tusk outlined a new, EU refugee strategy after the European Council Summit in Brussels on Thursday. Speaking at a press conference in Brussels, the presidents outlined the implementation of extended powers for the EU border control body, Frontex, giving it the ability to return "irregular" migrants and promising a more "operational" body. Tusk also stated that EU member states would contribute 'hundreds' more border guards. The announcement came alongside statements outlining a newly reached agreement with Turkey which would help in "stemming the migratory flows that go via Turkey to the EU" through "ensuring, refugees who are in Turkey to stay in Turkey" and by "preventing refugees and migrants from traveling through Turkey to come to the European Union." The developments came alongside the announcement that the EU have fast tracked EU visa liberalisation policy with regards to Turkey - with the announcement of the reaching of a provisional deal.
