W/S Representatives gathered at United Nations Security Council session, New York City
SOT, Nickolay Mladenov, United Nations Special Coordinator for the Middle East Peace Process: "I take the opportunity to reiterate that we regret the announcement made on the 18th November by the United States that it no longer views settlements as inconsistent with international law. The United Nations position remains unchanged. As per UN Security Council Resolution 2334, Israeli settlement activities are in flagrant violation under International Law and a major obstacle to the achievement of the two-state solution in a just, lasting and comprehensive peace."

SOT, Kelly Craft, Permanent Representative U.S. Mission to the United Nations: "It is the position of the United States that the establishment of Israeli civilian settlements in the West Bank is not per se inconsistent with international law. We believe that this complex political problem can only be resolved through direct negotiations between the Palestinians and the Israelis. I'd like to be clear on our decision. The US government is expressing no view on the particular legal status of any individual settlement, nor are we addressing or prejudging the ultimate status of the West Bank. That is for Israelis and Palestinians to decide."

SOT, Jurgen Schulz, Deputy Permanent Representative of Germany in the UNSC: "We reiterate our position that Israeli settlement activities in the occupied Palestinian territories are illegal under international law and undermine the prospects for a negotiated two-state solution. The continuing expansion of settlement activities, including the recent approval of 2300 new housing units in October 2019 by the higher planning council of the civil administration and the legalisation of settlement outpost by Israel are matter of serious concern to us."

SOT, Dmitry Polyanskiy, First Deputy Permanent Representative of Russia to the UN (Russian): "It is clear to us that this step heightens an already tense situation in Israeli-Palestinian settlement. This statement is the same as the decisions of the US administration on Jerusalem and on the illegal recognition of Israeli sovereignty over the occupied Syrian Golan Heights. This is a rough violation of international law, in particular Security Council Resolution 497. In this context, once again, we'd like to state that the Golan, of course, is Syrian territory that Israel occupied and then illegally annexed."
M/S Representative of State of Palestine
SOT, Dmitry Polyanskiy, First Deputy Permanent Representative of Russia to the UN (Russian): "We confirm the principle position reflected in Security Council Resolution 2334, according to which the building of Israeli settlements in the Palestinian territories occupied from 1967, including East Jerusalem, have no legal force and they are in violation of international law. Furthermore, they are one of the main obstacles to achieve settlement based on a two-state solution and also the establishment of a just, lasting and comprehensive peace in the Middle-East."

SOT, Riyad H. Mansour, Permanent Observer of State of Palestine to the United Nations (Arabic): "The US administration, once again, makes another illegal announcement on Israeli settlements in order to sabotage any chance to achieve peace, security and stability in our region and for our people. We strongly reject and comdemn this unlawful and irresponsible declaration. We consider it to be void legally, politically, historically and morally, and it has no value."

SOT, Riyad H. Mansour, Permanent Observer of State of Palestine to the United Nations (Arabic): "One cannot believe that the American voice today is a voice that supports peace. It has become clear that this is a voice that incites against Palestinian people, that encourages Israel to continue with its illegal annexation of our land, to continue with its systematic violation of our rights. Our land is not a present that can be offered by the United States to the ambitions of [Israeli Prime Minister Bejnamin] Netanyahu and the blood of our people is not a currency to be bargained in Israeli elections." *MULTIPLE SHOTS AT SOURCE*

SOT, Danny Danon, Permanent Representative of Israel to the United Nations: "Two days ago the United States adopted an important policy that rights a historical wrong. We thank the US administration for clearly rejecting the false claim and historical lie that Israeli community in Judea and Samaria are inherently illegal under international law." *MULTIPLE SHOTS AT SOURCE*
