EU Agrees to End Roaming Charges, Announces Net Neutrality Rules

The European Union has signed a deal to end mobile roaming charges by June 2017, allowing travelers to make mobile calls, send texts and use mobile data at the same price anywhere in the 28 EU nations.
The agreement, announced by the European Parliament, Council and Commission on Tuesday, also introduces EU-wide net neutrality rules for the first time. Under the terms of the agreement, roaming charges would be lowered further in April 2016, ending on June 15, 2017. The agreement also introduces net neutrality rules, with two basic principles. First, "every European must be able to have access to the open Internet and all content and service providers must be able to provide their services via a high-quality open Internet." Second, the agreement mandates that "all traffic will be treated equally."
