Rescue teams descended on the Southern Riviera commune of Mandelieu-la-Napoul Monday, after flash flooding killed at least 17, overturning cars and destroying homes. Officials monitoring the site have described it as "apocalyptic" with up to 180 millimetres (seven inches) of rain fell in just three hours overnight. The French Riviera, most notable as a playground for the rich and famous with its glitzy hotspots of Cannes and Nice, has been left with scattered cars and strewn debris. Roughly 15,000 homes have been left without power. Initially, 27,000 residences suffered outages affecting some 700,000 people, local reports state.
