Days after one major diplomatic breakthrough with a longtime nemesis, Secretary of State John Kerry marked another on Monday when he hosted Cuba’s foreign minister at the State Department, on the first day of normal diplomatic relations between Washington and Havana since 1961. “The United States welcomes the new beginning of its relations with the people of the government of Cuba,” Kerry said, speaking in Spanish alongside Cuban foreign minister Bruno Rodriguez. “We are determined to live as good neighbors on the basis of mutual respect.”
