The President of Afghanistan Mohammad Ashraf Ghani said that terrorism should be regarded as a "systemic phenomenon" comprising several strands. Speaking in Ufa, Saturday, he said that Al-Qaeda and ISIS have the same genesis, but that ISIS should be treated as a stronger and more complicated phenomenon, which her referred to as "terrorism version six." Ghani also emphasised pathology as another strand of terrorism, saying that the brutality of those involved in terroristic acts "is increasing." However, the Afghan president noted that the actions of terrorists are by definition aimed at sowing fear. Ashraf Ghani also outlined that a weak state system, lack of coherence and "fragmented response" enable "fast, rapid and decisive" terrorism to spread.
