Europe needs to "establish a fairer distribution" of migrants across its 19 member states, German Foreign Minister Frank-Walter Steinmeier stated in Berlin on Wednesday. Speaking at a joint press conference with his Italian counterpart Paolo Gentiloni, Steinmeier said that both foreign ministers believe an "obligatory quota" would be the best solution. However, some member states - France the UK in particular - have dismissed the quota plan presented by the European Commission, with French President Francois Hollande saying it made "no sense." Steinmeier acknowledged that European ambassadors are increasingly concerned over a division developing between the different countries, where a solution cannot be found soon enough. The quota proposal made by the European Commission suggested that member states should take 40,000 migrants in and resettle them, appropriately over the next two years. According to UN figures, more than 1,800 have died in an attempt to cross the Mediterranean Sea so far this year.
