Russia: Kiev needs to move from words to action - Putin

Discussing the Ukraine crisis at the International Economic Forum in St. Petersburg, Friday, the Russian President Vladimir Putin said that it was time for Kiev to "move away from manipulation to practical work." The Russian leader stressed that the top priority must be the implementation of the Minsk agreements. He was also clear that Kiev must recognise the special status of the self-proclaimed Lugansk and Donetsk people's republics, before moving on to direct three-way dialogue. Putin also commented on the issue of social security payments to people living in the war-torn east of Ukraine, saying that if Kiev believes they are Ukrainians then it has "no right" not to pay them.
