SOT, Marco Antonio Sotomayor, Tijuana Secretary of Public Security (Spanish): "When we have a border incident we have some protocols to immediately report via the C4 or the international liaison unit. We have had some incidents on the fence involving damage during at attempt to steal this material, as well as frequent incidents of attempts to cross the US border. It is very common and we react immediately. Even though we know that this is a federal area, if there is a unit in the sector we go there quickly. Obviously, we also ask for the support of the federal government. Unfortunately when this happens they are very fast and in many cases by the time we get there, there is no one left."

Many homes and businesses in Mexico's Tijuana were spotted surrounded by large amounts of barbed wire reportedly stolen from the US border, as footage filmed on Wednesday shows.
According to reports citing Tijuana police, the barbed wire installed by the US State Department is often stolen and sold on the black market in Mexico.
As it is difficult to prove where the barbed wire comes from, the Tijuana Police only makes arrest when people are caught in the act of stealing the barbed wire from the border.
"Unfortunately, when this happens, they are very fast and in many cases by the time we get there, there is no one left," said Tijuana Secretary of Public Security Marco Antonio Sotomayor.
