Manuel Ochsenreiter, editor-in-chief of the German Zuerst! news magazine and one of the international observers overseeing the elections in the east Ukrainian Donetsk and Lugansk regions, said preparations for the vote would be 'transparent' in Donetsk, Tuesday.
Ochsenreiter said, "We are convinced that the organisers are working in a very, very transparent way and all the regulations towards the candidates are well-observed."
He went on to say, "The responsible parties are preparing an election here through the highest of civil procedures, while they understand that on the borders there is still a dangerous conflict situation."
The first stages of the vote in Donetsk and Lugansk are held on October 2, and are seen as broader preparation for local and regional heads in the separatist republics. The Election Committee in the Lugansk and Donetsk Regions invited over 20 international observers to oversee the election process.
An open democratic vote is also seen as one of the major steps in the fulfilment of the Minsk peace process to resolve the conflict in Ukraine.
