Russian Foreign Minister Sergei Lavrov said Russia has no plans to swap detained US Marine Corps veteran Paul Whelan for some Russian nationals in custody abroad, speaking during his annual news conference in Moscow on Wednesday.
The foreign minister pointed out that Whelan was caught “red-handed”, and that Russia never “never does such things.”
Lavrov said that Moscow will allow consular visits to the American, who also holds British, Irish and Canadian citizenship.
According to the Russian Security Service (FSB), Whelan was detained in Moscow on December 28 as he was caught red-handed while carrying out spying activities.
