This was prepared a long time ago, long before August 2, when the legal obligations of the parties under the Intermediate-range Nuclear Forces (INF) Treaty formally expired. All this has been known since last October, when John Bolton came to us. And he told us, I think, I have already mentioned it to our colleagues-journalists, that Trump’s need to withdraw from this treaty is not an invitation for a dialogue, this is a final decision. Apparently, even then, or maybe even earlier, they began to prepare the tests that took place today. These test violate those parameters that were in the INF Treaty."

The United States started preparing missile launches violating the Intermediate-range Nuclear Forces (INF) Treaty long before actually quitting the agreement, Russian Foreign Minister Sergei Lavrov told journalists in Moscow on Tuesday.
The diplomat said that according to US National Security Advisor John Bolton, who visited Russia in October 2018, Washington had prepared for the tests since last Autumn.
"All this has been known since last October, when John Bolton came to us. And he told us, I think, I have already mentioned it to our colleagues-journalists, that Trump’s need to withdraw from this treaty is not an invitation for a dialogue, this is a final decision," Lavrov stated.
The US military said on Monday that it launched a cruise missile a day earlier in what is reported to be the first such test since Washington's withdrawal from INF Treaty.
The US formally pulled out of the nuclear agreement on August 2 after accusing Russia of violating the treaty for years. Moscow denied the allegations. The deal that was signed in 1987 had limited the development of ground-launched missiles with a range between 500 and 5,500 kilometres (3,418 miles).
