A spokesperson for President Ashraf Ghani confirmed their stance that ceasefire with the Taliban is the "best way to reach peace negotiations" at a press conference in Kabul on Monday.
However, just hours later, a Taliban commander announced that they would be rejecting the ceasefire.
Since then, Taliban insurgents ambushed three buses travelling to the capital and took some 200 captives to an undisclosed location.
President Ghani declared a three-month conditional ceasefire on Sunday due to the approaching Muslim holiday of Eid al-Adha.
The offer came days after fighting in the city of Ghazi, in which at least 150 soldiers and 95 civilians were killed this month.
A previous ceasefire was announced by President Ghani in June, but was called off.
