Germany: Partial Russian withdrawal to weaken Assad says FM Steinmeier

German Foreign Minister Frank-Walter Steinmeier commented on Russia's decision to withdraw part of its military forces from Syria, during a press conference with his Mexican counterpart, Claudia Ruiz Massieu, in Berlin on Tuesday.
The German diplomat stated that "Assad and his security forces will not find themselves within the same security nest of Russian support as they were during the last few weeks and months." This, he intimated, would put more pressure on the Syrian government during negotiations in Geneva. "One thing is for sure: this announcement is a signal for Assad to negotiate, seriously at last, in Geneva," he said.
Steinmeier expressed his surprise at Russia's decision, stating that "there was no prior notice for [Russia's] European and American partners." He went on to question the degree to which a withdrawal would take place saying "we don't know yet to what extent it will be done."
