Russian Foreign Minister Sergei Lavrov, speaking from Dvoriki in the Vladimir Region of Russia, Monday, said that if requested Moscow would restore channels of communications with the United States and would not engage in diplomatic 'flirting'. While speaking at the 'Territory of meanings' educational forum, Lavrov claimed that Russia is "receiving signals" from Washington and is ready to restore channels of cooperation. Russia's top diplomat noted that he does not see a big difference between Republican and Democratic Presidents, saying that actually "since Soviet Union times our country has managed to cooperate more productively with Republican Presidents rather than Democratic ones". The 'Territory of meanings' national youth educational forum started mid-July and will run until Friday. Its programme features six theme session that bring together about 6,000 graduate students and young experts aged between 18 and 30.
